Hamburg is a superb city for strollers. Germany's second-largest city is mostly flat, with excellent public transit (U-Bahn, S-Bahn, buses - most fully accessible). The HafenCity district is brand new and designed with universal access in mind. The Speicherstadt (warehouse district) has smooth paths along the canals. Planten un Blomen park is a family paradise. The main challenges are the Reeperbahn area (not family-appropriate) and wind off the Elbe. Germans are efficient about accessibility - elevators work and ramps are where they should be.
