Hiroshima was rebuilt from scratch after 1945, and the modern city is flat, well-planned, and accessible. Built on a river delta, there are virtually no hills in the city center. The Peace Memorial Park is spacious, flat, and profoundly moving even with children. The tram (streetcar) network is charming and mostly accessible. Japanese culture is extremely considerate toward families - you'll find excellent baby facilities in department stores and shopping malls. Miyajima Island (nearby) is partially accessible but has gravel paths near the shrine.
