Yes, mostly: Kato Paphos and its renovated seafront path are easy with a stroller, though the ancient sites, the upper town and Aphrodite's Rock call for the carrier.
Planning your trip?
Paphos is one of the easier Mediterranean resort towns with wheels, as long as you stay down by the sea. Kato Paphos, where most hotels are, sits on fairly level ground, and the seafront path was rebuilt in 2023 as a wide, 4 km-plus promenade running from the harbour and castle past the hotel strip. The Archaeological Park and its famous mosaics are next to the harbour. Only parts of the site are accessible, it's very exposed, and it's best done early with the carrier for the uneven bits. Away from the seafront, pavements can be broken or blocked by parked cars, and the upper town (Ktima) means a climb. Local buses are cheap, children up to 5 ride free and buses have ramps, so Coral Bay's shallow, sandy beach is easy to reach without a car. Bring a compact stroller for Kato Paphos and the buses, plus a carrier for the ruins and pebble beaches.
Seven things that actually matter when you're pushing 12kg of baby + stroller through a foreign city.
Where to stay
The lower town by the harbour: flat, walkable, with the seafront path, the Archaeological Park, restaurants and the main bus station on your doorstep.
Beach resort north of Paphos built around the area's best sandy, shallow beach. Quieter, with family resorts and villas, and a regular bus into town.
Apartments and aparthotels in Kato Paphos and Coral Bay give you a kitchen, a separate sleeping space and often a shared pool.
Stay low in Kato Paphos near the seafront path rather than up the hill, so walks are flat. If beach time matters most, Coral Bay gives you the best sand right outside.
Things to do
UNESCO-listed Roman villas next to the harbour, famous for their floor mosaics, plus an odeon and the remains of a fortress. The House of Dionysos is roofed, which gives welcome shade. Open daily from 8:30.
Large zoo near Peyia, north of town, with daily animal encounters and feeding sessions. Shuttles run from Paphos, so it's easy to combine with Coral Bay.
Kato Paphos's wide seafront promenade, rebuilt in 2023, runs from the medieval castle and harbour along the coast past the hotels. Cafés, ice cream and boats to watch all the way.
Paphos's favourite family beach: a crescent of soft sand with shallow, calm water, sunbeds and cafés. Bus 615 runs there from Kato Paphos.
Impressive rock-cut tombs (made for officials and wealthy families, not kings) on the coast north of the harbour. Older toddlers love exploring, but expect steps down into each tomb.
Do the ancient sites first thing in the morning and keep the afternoons for the beach or pool. Bus fares are cash only, and children up to 5 travel free.

Beyond the city
The legendary birthplace of Aphrodite: a big sea stack off a pebbly beach on a dramatic stretch of coast. Bus 631 from the harbour goes via the old Kouklia site.
Boat cruise from Latchi or Paphos to the turquoise Blue Lagoon on the wild Akamas peninsula, for swimming and snorkelling. Best for confident boat families.
Cyprus's second city has a long, flat seafront park (Molos) with playgrounds and a modern marina. An easy, stroller-friendly change of scene.
Coral Bay and Aphrodite's Rock are both on direct buses. For Akamas and Limassol, a hire car with a car seat gives you the most flexibility around naps.
