Utrecht is Amsterdam's smaller, calmer sibling. The city is almost entirely flat with well-maintained sidewalks and excellent cycling infrastructure. The historic center has some narrow streets and canal-side stairs, but the main routes are very manageable. Utrecht families are everywhere with strollers, and the city's compact size means you rarely need transit. The Oudegracht (old canal) area has some steps down to waterside terraces, but street-level is smooth.
