Brussels is a city of contrasts for stroller parents. The modern EU quarter and newer developments are fully accessible with wide sidewalks and working elevators. But the historic center around Grand-Place has challenging cobblestones, and the city's hills (it's built on slopes) can catch you off guard. The metro is reasonably accessible.
