Portland genuinely loves families. The city's alternative culture extends to being extremely welcoming to parents and children - breastfeeding-friendly everywhere, family-oriented businesses, and incredible parks. TriMet (bus and MAX light rail) is excellent and accessible. Washington Park, the Japanese Garden, and Forest Park offer amazing green spaces. The east side is flat and bike-friendly (great for strollers too). West Hills are steep. Rain is constant but rarely heavy. Powell's Books has a dedicated kids' section.
