Toulouse, the 'Pink City', is wonderfully flat along the Garonne River with wide boulevards and spacious squares. The modern metro system is fully accessible with elevators at every station. The historic center has some cobblestones but is generally manageable. The city feels less touristy than Paris, meaning less crowd stress. French family infrastructure (pharmacies, changing rooms) is solid throughout.
