Canada's capital is a surprisingly excellent family destination. The core is relatively flat along the Rideau Canal and Ottawa River, with wide paths and plenty of green space. The national museums (many free for kids) are fully accessible. The ByWard Market area has some cobblestones but is generally manageable. Winter is extremely cold (-20°C) and sidewalks can be icy, so this is really a spring-to-fall destination for strollers. Canadians are famously polite and helpful, and Ottawa takes accessibility seriously as the national capital.
