Phnom Penh is mostly flat, which is its biggest advantage for strollers. The riverside promenade (Sisowath Quay) is the best stroller area with maintained paths. However, most sidewalks are occupied by parked motos, vendors, or restaurants, forcing pedestrians into busy roads.
