Valparaíso is built on 42 hills (cerros) rising steeply from the port, making it one of the most challenging stroller cities anywhere. The historic funiculars (ascensores) are charming but not all accommodate strollers. The plan (flat port area) is manageable, but the cerros - where all the colorful street art and charm lives - involve serious climbs. The UNESCO World Heritage site is worth visiting, but a baby carrier is essential for the hillside neighborhoods.
