Modern Warsaw is surprisingly stroller-friendly. The city center was rebuilt after WWII with wide boulevards and spacious squares. The metro is modern and accessible. Łazienki Park is enormous and perfect for strolling. Polish culture is very family-oriented, and locals are helpful when they see parents with strollers. The Old Town reconstruction has some cobblestones, but most of the city has smooth sidewalks.
